13 or 11 rule?

Don't know about a rule for this position, but I like a builder on the 11-point better than an increased stack on the midpoint, and I like the back checker on the 24-point (where it's safer) than on the 22-point (where it will be attacked by a 5 or by a 6-4, I suspect).

If you were Chocolate, which play would you like Vanilla to make?
