I don't know the answer to your question but for starters it's not just a question of how many checkers must be off, but how far advanced your own snake is, and how fragile your opponent's position is. Here you have chances not just to hit a second checker now, but also to pick up more checkers later.
It's also not clear to me that the implicit assumption behind your question is correct, namely that the more checkers off your opponent has the more you need to hit the second checker. While this is clear when your opponent has only two checkers left, it is conceivable to me that when your opponent has very few checkers off that it is still right to hit because it improves your racing chances more than the possibility of anchoring hurts your closeout chances.
From what I understand, the basic strategy against two checkers is to snake your prime around as usual. If your opponent anchors, then trap him off the anchor.
