Even if there were a statistical test available, I'm not sure that it would say much about whether the dice were rigged. If the dice really were rigged you could probably rig them so that they would appear to pass the statistical test.
I think what you need is a public algorithm for generating the dice that can be verified afterward to be generating dice independently of the board position. Players could simultaneously submit random numbers that are then XORed together to produce the seed for the random number generator.
What audience do you have in mind for these tests anyway? Surely most people fall into one of two camps: those who will insist that the dice are rigged regardless of what statistical evidence you show them, and those who are willing to trust the dice without any sophisticated statistical proof. Is there really a large cohort of people who will swing one way or the other on the basis of some statistical test?
