I feel like if there are two players left with 0 to 2 losses, they should be paired together, regardless of having played together previously.

I agree, and in almost all cases, this is what will happen. Under Patrick Gibson's description of this format, when we transition to playoff rules, players with 3-losses do not continue. They are paid out and the tournament continues with only the 2-or-fewer-loss players. There is an exception when the number of 2-or-fewer-loss players is odd that allows the director to keep the 3-loss players in, avoiding byes. We will eventually have this rule in our description, but I am trying to run through the various scenarios before formally writing this bit down. It is coming.

The scenario we are describing above will only happen if the total number of players in the tournament when the round starts is greater than 7 or 8 (depending on entries). If the number of players is less than that, we would pay out the 3-loss players and the top two would go head to head until one of them had 3 losses.

Under what conditions is the "avoid playing the same player twice" relaxed? I hope you have something that's not too ad hoc.

Our pairing rules will be the same as last year. They were first documented on this forum last October: Swiss format discussion

  1. No player can receive a second bye until all remaining players have had at least one bye.
  2. Byes are awarded to a player with the worst possible record.
  3. Players will be paired against players they have not played in previous rounds.
  4. Players will be paired against players with as similar a record as possible.
  5. If a player has played a previous round against an opponent with a better record, they will not be paired against a player with a better record again, if possible
  6. If a player has played a previous round against an opponent with a worse record, they will not be paired against a player with a worse record again, if possible

Hopefully you see that as the number of remaining players decreases, the pairing rules become harder to enforce and we have to relax them, from the bottom up. I will add this to our format description page. If you find the wording unclear, please suggest improvements.
