I think your pairing rules are good, but I think you need to go a step further.

What you need to have is an algorithm by which you pair each round. Two people with the same data (and generating the same random numbers) would make the same pairings.

I think it's critically important that there is no "ad hoc" behavior going on. However complex they may be, the tournament director needs to point to the algorithm and say, "that's how we made the pairings, I just followed the procedures." I can't tell if you have this feature.
