It sounds like your club from opening time onwards has going (1) a well-attended $20 tournament and (2) a range of side action. And I gather that the TD does not require early-bird side action players to drop out of their chouettes to play in the second $10 tournament, and obviously (you said "all this time") does not limit chouette play to tournament participants.

I can recall clubs that did not allow anyone present while the weekly tournament was in progress to play chouette unless they had played in and been eliminated from the tournament. And I think that's generally good for promoting backgammon, the club's tournament, and a club's desired atmosphere.

If your club operates as I've understood you, I don't think you have an obligation to play in either tournament. But I'm guessing that without those tournaments, the club wouldn't exist for chouette players, either, so ... I'd say playing in them helps keep your club around, and a rule such as I've described might, although it sounds like the club is doing fine without it.
