If not, why not charge the non-tourney-players a fee, whether or not they are "welcome"? It's not unreasonable to charge a table fee that's a fraction of a single one of the points they play for in the chouettes.
If these folks were required to pay $10 just to hang around and chouette, it would mean the prize pool for those in the tournament could have money added. With a return of, say, 120%, you might get more players for it. Alternatively, there could be little trophies given to the winner of the main and conso of each of these small events in addition to the prize money, again paid for by those fees.
I don't think a $10 table fee would be enough to chase the chouette players to another restaurant. After all, it would mean giving up the chance to recruit new players from the farm team that you, the director, are developing.
What's not to like? Charge them $10 and see what happens.
