In your original post, you noted that there were chouettes happening up to $25 a point, so I assumed that was the alternative for the non-participant in the tourney in the "scenario" that you described. If instead the non-participant just hangs around and kibitzes while enjoying a wholesome meal of Krispy Treats and Jim Beam, it's not quite the same.

The chouette player who is grifting off the tournament run by someone else should be paying a fee to the club, no matter where they are playing. I recognize this is tough to enforce, but social embarrassment may do the trick--who wants to be known for being that chintzy, willing to play for $25 a point but not to cough up $10 to the TD for the whole afternoon/evening?

But the person who just wants to hang around, watch a bit, call people donkeys if they mess up an opening roll response, and listen to the latest from Tool on his iPod (I don't have anyone in particular in mind >> ) doesn't IMO owe the club for the entertainment they are providing. I don't know of any private clubs charging such a fee to kibs either.
