I am not sure why organizers don't charge an 'attendance fee'? You go to the club's evening, you pay XX if you play, and you can play tournament, or chouette, or both as you like, no further admin fee for the tourney. That is probably how I'd do it, and also clarifies what is expected from anyone at the event.

If organizers don't do this, I don't think you have a moral obligation to play in the tourney per se. Whether playing the chouette only is sleazy depends also on other factors, if someone only tries to maximize what he or she takes out of the community it is an entirely different thing compared to doing a lot for free. So if someone runs a free website at a considerable time input (Stick), or makes sure that matches in major tournaments are available on Internet (MCG), then as far as I am concerned they can go to club evenings and play chouette whatever they want - they have paid their dues in another way.

If this is a problem for the organizer, I think they could change how the run the event, or explain their cost issue.
