I think you drop the dice in a fluid...
This only works if the density of the liquid is higher than the density of the dice, and that isn't easy, unless you live in a country where mercury isn't banned as a hazardous substance. (Actually the density difference between plastics and mercury is so large that it might not work. The Diceman -- Larry Strommen -- and I discussed ways of dissolving crystals in water to increase its density, but decided you'd likely reach saturation before the liquid density was high enough.)
There should be a way to mount a die in a jig and rotate it at a high frequency, detecting an off-center out-of-balance situation. I say "should" but I've never dug into this.
