Actually gravity has more time to work in the floating case (i.e. as long as you want to wait instead of until it hits bottom) but your method makes sense. Depending upon the imbalance (in both cases) the equilibrium time could be long, so with your method you gain the deeper the column you have. I suppose there is also the potential of multiple stable equilibria (and even unstable ones) which could deceive in either case.

I still wonder if the spinning idea isn't best. Think about what your washing machine does when its load is imbalanced -- a clothes cheat is going to have a hard time explaining that!
