I dont think you can quantify this in terms of quality of opponent. If you cannot reasonably say that a player of ELO xxxx will make these kinds of mistakes, then you cannot say that you should change your actions according to this extremely subjective group of errors that your ELO xxxx opponent may or may not make.
I think you have to be more scientific and just reasonably state that the rule is this, and follow it, as the consequences vary by opponents strengths and weaknesses.
In terms of actual errors, does it matter that you broke Rule X, and were punished (or succeeded) because your opponent didnt know how to handle his plays before or after Rule X was broken? It wont impact your error rate whether you got recubed early and won/lost or didnt get recubed at all and won/lost. If you want another bad beat story, then dont follow Rule X, pay the price.
In general terms, trying to quantify a very subjective area (opponents areas of weakness) and apply a solid rule to them wont ever work, as by its very nature, areas of weakness are just that, undefined, imprecise and unquantifiable.
I keep thinking of the examples in my head where I doubled a specific opponent early knowing that they have a tendency to drop, and I win a few cheap points in a money session or indeed match, but then that goes horribly wrong when they take my early cube, reship it to me early, and I get gammoned on a nasty 4 cube all because I had to take that cheap shot at a low cost point. The point I am trying to make is essentially: Play your best game. Dont try and mess with your opponent, as they are the 'human factor'. Just play like you are playing a perfect opponent.
