I think you are right and that the TD should be able to say that one board is more suitable than the other, weighing various factors. And I think a bigger board in a clocked match makes a lot of sense. (what Mary says about colors can be important as well, but I have to say that although I am mildly color blind I never have had to play with a board that I could not play on because of the colors)
