I see why TDs stay out of it too.

I'm not really talking about the fine distinctions you posit. If it's a case of a nice big tournament board against a tiny travel board, or of a board where you can see to play versus one you cannot, I don't think TDs should say roll for it--I think they should choose the obviously better board. Yet as the tournament landscape now lies, rolling for it is the inevitable solution.
