As I wrote in the preamble of my previous post,

"I misread your condition for white as "White never rolls smaller or equal than a deuce on either die" instead of smaller than.... In other words, condition for white is the complement of the condition for blue."

That means I considered that Blue will roll only 1 or 2, and White will roll 3 or larger. In your puzzle, Blue 1 or 2, White 2 or more

Therefore my solution is related to a variant of your puzzle. Still trying to minimize x+y, I couldn't find a solution where x+y < 18.
