This is an artifact of the clock.

Don't know about that. In Michigan one year playing doubles with Ilia Guzei, very early in the game I rolled 6-6, thought we were on the bar, and picked up the dice. We were not playing with a clock.

I agree that this has some similarities to the situation discussed quite a bit here where a player fails to even toss the dice (after opponent's closed board is opened). Actually I posted this today because I wondered what people thought about this (different) one.
