2 pip or 1/2 pip crossover penalty

The position posted by Quiz Factorette in February 2006 which led me to the accept the 2 pip crossover penalty is below. Daniel's example given on September 6, 2010 demonstrates that 2 pip penalty is way too high for other positions. 7 blue men on the six point in Daniel's problem skews the pip penalty.
However, any example could not lead to any definitive answer. Tom, you demonstrated how to effectively evaluate race methods in your June 2004 Cube Handling in Noncontact Positions. Only a similiar statistical analysis of various typical races would yield a tested theory. Typical race problems may be defined at about 100 pips or less. Perhaps more than 100. Perhaps less.
