The question I have is "when should cup-roller pick up his dice?" Or should tube-roller pick them up and hand them to cup-roller?

No one wants to be inconvenienced by the other person's method. (Your concern is one of the many possible inconveniences in my overall proposal.) If kibs could see the clock (obviously depends upon their location) then your second issue would be less of a problem. Also, IMO, concern for kibitzers should be lower priority than concerns of players, although I agree that they are relevant.

I don't like the idea of cup-roller deciding (or being in charge of) picking up his own dice. Most BG players suffer from mild to severe impatience and I'm sure that many would grab the dice too early, taking away one of the advantages of standard single pair usage -- the ability to dispute/confirm the dice for the just-completed roll.
