1) As I understand it (and my primary reason for liking clocks in the first place), the purpose of clocks in modern tournament backgammon is to attempt to move the event forward in an organized manner, avoiding (sometimes long) delays in match starting times. When clocks are centered, this intent is compromised.
2) Player B was presumably watching during Player A's turn. He could have formed an opinion on what the best LEGAL move was. Now he needs to compare that to the ILLEGAL move played OtB. How much time should he be given to now decide? If clocks are centered, the answer is "unlimited". If the decision is close enough that it takes more than a few seconds, then it seems to me that he should simply make a decision (accept or require a replay) and move on.
3) Player B, in his thought process, is attempting to extract maximum equity from the situation. This is similar to when he contemplates his own play (with the clock running). Player A provided him with this bonus opportunity but he can simply rescind the opportunity by requiring a legal play. If his choice is to go after the equity AND that requires further thought (and associated time), he should be doing that on his own clock.
