Any observer (whether a participant in the match or a kibitzer) can interpret the failure to execute "legal moves" when an illegal move is made as either intentional or unintentional.

I think interpreting it as intentional says more about the ethics of the observer than the actual players. AFAIC, if anyone ever sees me accept an illegal move when I'm playing legal moves only AND you choose the "intentional" interpretation AND if that person is going to mention this to ANYONE, then s/he should have the guts to point it out to my face (after the match) so that I can put you in your proper place in my mental logbook of character integrety.
