NON-ruling in Madison

Imagine in football if a penalty were called on the defense, and the clock continued to tick down while the offense decides whether to accept or reject the penalty. It doesn't take long to decide whether to accept a penalty, but still, this would be ridiculous.
1) In football (NFL, let's say), how long is a team allowed to contemplate before making their decision of accepting or rejecting a penalty?
2) In backgammon (US ruled ABT event, let's say), how long is a player allowed to contemplate before making his decision of accepting or rejecting an illegal move?
3) In each case, who is monitoring the time?
