I can see some appeal in doing this, especially since I usually don't take breaks. But there may be players who for health reasons need to take a break. I don't think they should be penalized timewise for doing so. Here is what the current U.S. rule says:

Each player may take one 5 minute recess (between games) in a match not exceeding 13 points in length.

That sounds like you are not allowed to take a break if the match is more than 13 points! I might reword this rule as follows:

Players are permitted one 5-minute break after 45 minutes, and another 5-minute break after 90 minutes. Breaks should be taken between games and both players should take their break at the same time. Additional breaks may be taken with permission of the Director.
