Please be careful if clocking breaks

So now we have visions of Player A on his break with his clock running, hiding in the corridor to spy if Player B dares to dash to the bathroom, so Player A can run back and start Player B's clock? Please ...

Isn't the current rule far superior? Both players are allowed to convene exactly X number of breaks of exactly Y duration in minutes in each Z-length match. Both players know exactly how many breaks there can be and exactly how long they can be. If the rule is being abused, players need to police themselves, and directors need to police and encourage and cajole the players to follow the rule.
