If that is foolish, then is it not also foolish to not get back in time from a break in the first place? Why point it out one place but not the other?
...because (a) in the first instance you don't know that one player has already returned. The swing is bigger. And (b) there is a greater chance you've already taken care of your "business" or you might not yet have returned in the first place.
That's not to say that both actions aren't foolish, once a break clock is in place. Without it, though, it's merely rude to keep one's opponent waiting (and on average delay the round), and evidently that's not enough incentive to prevent abuse. (Of course, people that like to take breaks longer than the allotted time don't see it that way and simply alter the definition of abuse.)
