I think the decision on whether to go for two or not depends on their success rate, how much time is left when they score, the timeouts remaining for each team, the other team's offensive ability, and what their odds would be if the game goes to overtime.

If they score with a minute left and the other team having three timeouts, I doubt it would be correct to go for two, unless their success rate is 48% or greater since it will define the other teams strategy-they can be all out agressive without fear of turnovers and go for it on fourth downs, which should increase their chances of scoring significantly.
