I received this email from Linda Rockwell:

Yes, it's "clocks on request" for the masters, championship and doubles, meaning that if either player requests a clock, one must be used.

Personally, I am going to request (and bring) a clock for every match, and I will request that my opponent agree to play Legal Moves on every match. I will also agree that if either player calls "6-2 from the bar" he will forfeit the match.
