You are leaving out the fact that it was raining and the wind was blowing very hard and it was difficult to complete passes, other than very short ones, much less make a long field goal with an inconsistent kicker, not small details. How about just going for it versus punting. Another thing to consider is that the Bears had 0 confidence in their running game and were getting sacked repeatedly when they attempted to pass. I think punting was a mistake, but, with all factors considered, a much smaller mistake than it would be with average teams, an average kicker, and normal weather.

But, if Chuck answers your question as posed, you will have a base to work from.
