More OT Football Decisions

I don't watch much football but whenever I do basically because everyone else is watching it I see things and think ... wow, what donkeys, and they do this for a living? I watched the majority of the Bengals/Browns game Sunday and a few head scratches came up, what do you (or ZEUS) think?
- Bengals are losing 10-0 and have 4th and 3 on the opponent's 7 yard line. I believe there are ~6 minutes left in the second quarter at this point.
- Terrell Owens scores on a 78 yard pass (guy covering him fell down) and when he goes into the end zone he sets the ball down right over the line. See video. While watching this the announcer said "I don't like that, I don't like that at all." Really?
- Browns are up 20-10 about midway through the 3rd quarter. They have the ball on the Bengal's 5 yard line, 4th and 2, field goal or go for it?
- One minute remaining in the 3rd quarter the Bengals have the ball and are losing 23-10 at the Brown's 9 yard line. It's 4th and 7, field goal or go for it?
- With 6 seconds left before half time on the 5 yard line and the score tied 10-10 (clock stopped obv) should the Browns try to run another play to the end zone before kicking a field goal? Should they with 5 seconds? 4 seconds!?
