The steelers are up 4 and punting from their own 3 yd line. They let the clock run down to 1:19 (1 second remaining on play clock) and call timeout.

You see something like that done all the time. But how hard is it to just trot the punt team out and not snap until there is one second left? Is the timeout they used really have no value?

A timeout of course has some value but I didn't see the game and you didn't say what quarter the game is in so it's hard to know what value to assign to this. If they're up 4 and it's the second or the fourth quarter the value of the timeout that they won't likely ever use is clearly diminished.

Also, what a lot of teams are trying to do when they do this is draw the other team offside. It never seems to work but I see it tried 24/7/365.

Florida goes for it on 4th and goal in 1rst quarter but when losing big later on kick the FG. What is up with that?

You are leaving out some serious details and without them I don't know whether they're needed or not. Like someone telling me "I had AK UTG in a full ring 200NL game, LP reraised me, what do I do?"
