Yes, that is the point. With a large C, one can trick the formula by reasoning that one would have a 0% GWC instead of a negative number. But that is my bad, instead of handwaving that the ERs had to be "small", I should just have set C<=0.5 and that would have avoided the problem altogether.
Or even better, allowed the ER to be any function [0,13]->[0,0.5] which is strictly decreasing, and whose first derivative is strictly increasing (ER'<0, ER''>0, there was a typo in my answer to Bob, I missed that the first derivative was negative). This seems enough to ensure that if two games are of the same importance, then the minimum ER is attained by spending the same time on both games.
With the above condition in place, I maintain that Bob's argument kicks ass.
