The rules in our Chicago chouette are clear about this: you cannot stop a roll because of any settlement offers whether they are on the table or not. You cannot stop the roll just because someone says they are thinking about cubing or even if someone asks you not to roll (although, out of courtesy, if someone does ask you, you should, but sometimes you just don't hear or understand what they said and go ahead and roll.)

THE ONLY THING THAT STOPS, OR NEGATES A ROLL are the words, "I double," or "I cube." In our chouette, if someone says those words and the other party has not acted (accepted the double, dropped, or beavered) then the roll does not count.

People make silly offers all the time, and we simply don't allow that to hold up the game. People also make some good offers all the time, and the other party simply chooses not to take or even discuss offers. I happen to be one of those people when the cube is in the center or on 2...I generally just ignore offers and roll, but of course, is someone gives me a really stupid offer I will take it. When the cube is on 4 or higher, I give everyone a chance to discuss offers SO LONG AS IT IT NOT A CONSTANT, EVERY ROLL, AGGRAVATING EXPERIENCE. In that case, I roll very quickly to stop that kind of crap from happening. But on the last roll or two, when there's a possible gammon or backgammon, or a hit that can turn the game around, and the cube is on 4 or higher, I am all for settlements as I don't want to see people (including myself) get hurt too much on one lucky or unlucky roll of the dice.
