As long as you play with individual cubes, there is no reason for the captain to consult with the crew on whether to take the settlement... and arguably it's not really appropriate to do so. They each can make their own decision.

My view is that you are under the obligation to at least say "hang on, I'm thinking" if you want the roller to wait. I agree with Phil that the roller is still under no obligation to wait, but generally speaking you shouldn't bother making a settlement offer if you're not even willing to wait for the response.
