"Weakly dominant" is a term from game theory - a branch of mathematics, also used in among others economics.

A strategy is weakly dominant over another strategy if it either produces an equal or better outcome than the other strategy, irrespective of the response strategy and events of nature (uncertainty).

"Dominant" - similar but without the "equal" part.

There are more formal definitions of course, but think this is clear enough.
