We have very liberal rules for settlements coming from the box:

4.5) The Box may offer settlements to any player or number of players and is not obligated to offer the same settlement to the entire Team.

If the team members are keen to see if they can get a settlement offer, they need to speak up on their own.

We don't use it but I really like various group's rule about no settlements on cubes unless they are on 4 or higher. Also, in my experience, settlements offered are generally FAR from the fair amount and usually rejected anyway, pointlessly slowing the game.
