OT:SCRABBLE rack leave values

Does anyone know how rack leave values are to be calculated for (standard) Scrabble from a given lexicon/language? Variables are (at least the following):

- tile distribution (ie. number of tiles for a given letter)

- point values of the tiles (less frequent letters have a higher point value)

- positive/negative synergy values between tiles (=the main subproblem?)

- bingo plays (special emphasis?)

- frequencies of letters in the lexicon (and how the above variables are related to this)

- (some other variables?)
