The subject of rack leave, including all tile values, is covered succinctly in (Scrabble) Medleys, issue #5 (p. 3) and issue #17 (pp. 3-7). The BaSiC Scrabble model is the combined work of Nick Ballard, Brian Sheppard and Charlie Carroll.

The CD Archive: Two Word Game Classics is a combination of the book A Champion's Strategies by Joel Wapnick, and all 36 issues of Medleys by Nick Ballard. You can read about it here.
