The difference is that "wrong checker borne off" is an illegal move that is off the gammon, while "checker illegally removed from play" is an illegal move that is not off the gammon.
I too prefer legal moves. However in the absence of legal moves, a director has to rule. Thinking further on the topic, I'd actually revise my prior statement in the interest of simplicity. If all of one's checkers are in one's homeboard, and an illegal play removes ONE'S OWN checker from the board, I'd rule that checker is borne off. The opponent must require the play to be made legally if a legal play would not get off the gammon.
