I feel like you are torturing the wording of the rules a bit in an effort to arrive at what most of us see as the common-sense solution
I agree, the post you responded to was rather torturing the wording of the rules. That is why I felt a simplification was in order, as I posted here.
Summarizing my final opinion: A checker is illegally borne off (the "illegal removal" rule does not apply), thus saving gammon, if the checker is removed by its owning player from his homeboard at a time when all of his checkers are in his homeboard (i.e. he is legally eligible to bear off checkers). A checker is illegally removed from play (and the "illegal removal" rule applies) in all other cases where a checker is removed from the board.
