It'd be quite difficult to separate the effect on membership of a ratings list from other federation activities, which include: national championships for individuals, women, doubles, mixed doubles, and under-21 individuals; regional tournaments; the national team tournament and the "Pokal" team tournament; the Nordic Open; support for clubs and club-sponsored tournaments; press relations, publicity and securing commercial sponsorships; a magazine; and a store.

But honestly, the DBgF ratings list is presented as an inducement to and advantage of membership, and I never heard anyone argue or even suggest that it was, instead, a deterrent and disadvantage.
