Are you asking a purely hypothetical question about a scenario other than the one that actually took place? In the actual scenario, Player A explained that Player B couldn't double after beginning to roll; in this case it was advantageous to Player B not to double. Player A then explained that Player B could double at the start of the next turn; in this case it was disadvantageous to Player B to double. Looks neutral to me.
