Either player can guarantee randomness by just choosing his own list randomly..
I'm not one of those "shoot holes in someone's idea, no matter how preposterous the scenario, just so my idea/preference looks better". I'm more of a curious-George.
Would one need to be careful in how those random numbers are chosen and stored? For example let's say I'm Chuck-the-cheater playing honest-Bob. Do I get to see your numbers before you play (hopefully not!)? What about after you play? Can I deduce from those numbers what numbers you'll be using the next time we meet?
For starters, honest-Bob should definitely NOT use the exact same list (i.e. starting point) for match #2. But suppose h-B reveals his RN generator. How hard would it be for c-C to pattern-recognize a new sequence from the same RN generator (if he didn't know the seed)? Note that he wouldn't have to be guaranteed that he found the sequence. Rather he could gain by having a non-negligible (> 1%, let's say) chance of finding it. There is no immediate downside for cheater-Chuck since if he didn't guess the sequence he would just be getting random numbers.
Having said that, and assuming h-B didn't make the numb-nuts mistake of using the exact same sequence, c-C would still need a computer to do the recognition and tying this computer into the dice-generator box would be one helluva hack (if said dice-generator were made with care).
