I'd say making the cut at either the US Open or British Open would qualify as "World Class", meaning that less than about 100 golfers make that list each year. (Note that some players make the cut at both events.) Throw in the accomplishment of winning a PGA tour event in either US or Europe (and maybe some in Australia and Asia) and the list expands to 150 or so.

Wikipedia quotes the the (US) National Golf Federation stats for 2005 that over 25,000,000 people in the US played a round that year. Toss in another 15,000,000 for the rest of the world (my estimate). Figure 90% of these players are men. So by my definition, about 0.0004% of men golfers are considered World Class each year.
