In the long run you will roll double sixes 1/36 of the time. If you have been rolling double sixes less than 1/36 of the time in the short run, then you will have to roll 66 more than 1/36 of the time to catch up to make it average 1/36 in the long run.
This is of course true. But it also depends on whether you have patient dice or impatient dice. The patient dice will certainly get around to evening things out, but it might not be soon enough to turn that pass into a take.
Also, this is complicated further if you are playing with one set of dice. That puts the additional burden on the dice to remember the odd rolls vs. the even rolls.
