Legally e-cigarettes are Tobacco products and is covered under smoking ban.

The World Health Organization proclaimed in September 2008 that it does not consider the electronic cigarette to be a legitimate smoking cessation aid, and demanded that marketers immediately remove from their materials any suggestions that the WHO considers electronic cigarettes safe and effective

I vote for ban of e-cigarettes during the backgammon matches. You can inhale your nicotine when you win or lose or during breaks, but I see no logical reason to do it DURING the mathes.

Otherwise, I demand 4 plates of HAMBURGER, french fries , salad, ice cream - all duting the match...why anybody cant wait breaks or match end for a smoke (inhalation)
