Each team has 2 timeouts, although the difference from what you said is a small effect.

If both teams are playing to their potential it's an 8% gwc error to punt. You can change the magnitude of the error, but not the direction, by simultaneously improving Atlanta's defense and deteriorating their offense (each by the same amount).

Assuming a first down requires reaching Atlanta's 49-yardline, the tipping point occurs between 19 yards to go (pass is better) and 20 yards to go (punt is better). At least that's the case in our model. There is obviously some systematic uncertainty in this transition point, but it sure doesn't look like they were even close to that issue!
