That play was ended because he took the snap and spiked the ball. The play was NOT stopped by the refs.

Sure, he knew the play would be penalized. But he actually executed a legitimate play to stop the clock.

If one of the offensive lineman would have jumped offsides to stop the clock, then your point would be correct.
