These sorts of fluctuations are no surprise to anyone who works with statistical effects on a regular basis. Back when various groups of physicists were hot on the trail of the top quark, I remember one group making an excited announcement and scheduling an impromptu lecture at MIT. At the end of a highly technical lecture, the speaker finally addressed the question, "Have we really seen the top quark?" He said that the level of significance of their results was over 3 sigma, which means over 99.7% confidence. And then he said, "Having seen many 3 sigma effects come and go, I'm only willing to say that we now have strong evidence of the top quark."
