US, Europe use different convention?

(See "handicap (golf)" on Wikipedia; I couldn't paste a good link because of the %-sign, and I don't remember how to correct that.)
In the US, the handicap is used in the expression: N = G - H (where 'N' means net score, 'G' means gross score, and 'H' is handicap). Actually there are specific course correction terms and factors. I left those off for simplicity. Apparently you use a plus sign between the two RH terms.
Back when Golf Digest had a lot of Pro Tour info (and not just instruction), they showed the top pros' handicaps as negative, if I recall. Maybe that has changed, though. I don't get the Golf Channel nor do I subscribe to any publications. (BG is a big enough time waster. :)
