Why isn't Backgammon growing?

That is part of the solution. I think there are some other items that could be looked at:
1) A player charter applying to players in tournaments and clubs to respect the opponent and especially newcomers.
That was the goal of creating the USBGF Standards of Ethical Practice.
In particular, the following statement: Public berating or harassment of tournament directors, players, or officials is not conducive to promoting a positive image for the game of backgammon
I think there is room for additional clarity in these statements. Some common behavior, especially when repetitive or unwelcome, like complaining about the dice or telling the opponent that they played poorly, or excessive "celebration" can create a hostile environment and may constitute berating or harassment of the opponent.
