Harry Zilli effect?

Ratings systems have a weakness if there is insufficient mixing ("cross pollination") among players. In the KG ratings of the 90's, Harry Zilli, a local player in Maryland (I believe) led the ratings with very little (if any) competition outside his club. No doubt he was a good player, but....

Phil has talked about participation+performance points. The American Contract Bridge League (ACBL, another of Phil's benchmark organizations) gives points for high finishes in all sanctioned events, which includes all club events (for member clubs). This is NOT the same as a ratings system but it is another measure, and in particular rewards someone who is persistent in showing up at events.

I feel that BOTH systems can work simultaneously but separately.
